José Luis Rodríguez Álvarez ends his term as president of the Council of Transparency and Good Governance, having expired the five non-renewable years for the position established by Law 19/2013, of 9 December, on transparency, access to public information and good governance (LTAIBG). The cessation must be agreed by the Council of Ministers and published in the BOE.

The Supreme Court has considered an appeal filed by the Council and confirms our resolution 832/2021 in favor of the right to obtain a full copy of the agreement signed by Spain and Andorra on the resale and donation of vaccines for the COVID, as well as of all the agreements reached by Spain to resell or donate vaccines to other countries, revoking the judgment of the National High Court.

The Council of Transparency and Good Governance has just published its 2025 evaluation report on compliance with the obligations of active publicity of the General Administration of the State (AGE) through its Transparency Portal. The overall Mandatory Information Compliance Index (ICIO) achieved by the Portal stands at 86.9%, which represents an increase in compliance of 1.5% compared to the evaluation carried out in 2024.

We inaugurate a section in which we highlight the resolutions that we dictate that update, clarify or reinforce our doctrine in aspects related to the exercise of the right of access to public information.

En su intervención ayer en el plenario del XXIII Congreso de la Asociación de Constitucionalistas de España, celebrado en Murcia, el presidente del Consejo volvió a reclamar también que se atribuya a esta autoridad independiente las potestades coercitivas necesarias para hacer que se cumplan sus resoluciones. Rodríguez Álvarez participó asimismo en la reunión de la Conferencia de Órganos Garantes de la Transparencia y el Acceso a la Información Pública (COTAI), celebrada en el marco del congreso.

Available for consultation the resolutions issued by the Council in February in 67 complaint procedures against the autonomous and local administrations of those autonomous communities with which we have agreement.

With the title “Transparency and accountability in the Constitutional State”, the XXIII Annual Congress of the Association of Constitutionalists of Spain is held in Murcia on March 12 and 13 and counts with the Council as one of its sponsors. The President of the Council, José Luis Rodríguez Álvarez, will speak in the plenary session of the meeting.

The Government, on the proposal of the Ministry for Digital Transformation and the Public Service, has proposed to Concepción Campos Acuña to chair the Council of Transparency and Good Governance, once the five years of non-renewable mandate of the current president, José Luis Rodríguez Álvarez, have expired. The candidacy must obtain the endorsement of the Congress of Deputies.
